Two responses confirmed that these transactions are applicable, noting that special provisions for sales to Nepal were withdrawn on March 1, 2012, making exports to Nepal similar to other countries. Dear Shinde,

As per my opinion Yes. It would be applicable. All special provisions to Nepal sales have been withdrawn 01.03.2012. any sales to Nepal will be as good as other country exports.

26/2011 - C.E (N.T.), dated 05-12-2011 which amends notification number 42/2001-Central Excise (N.T.), dated the 26th June, 2001 can be referred in this regard.

The above procedure shall be endorsed at the time of issue of CT-1 by the departmental officer.
