Refund of TED, if supply made to mega power project or refinderies under deemed export

As per DGFT Policy Circular No. 1(RE-2013)/2009-14) dated 29^th May, 2013 can we claim Terminal Excise Duty refund if supplies made to following projects:

 

Point No.1 : Is there any way to recover Excise duty if supplies made for setting up of solar power generation projects or facilities?;

Point No.2 : Is there any way to recover the excise duty If supplies made to any Mega Power Project under ICB?

Point No.3: Is there any way to recover the excise duty If supplies made to any Refineries under ICB?

Point No.4: : Is there any way to recover the excise duty if supplies made to Mega Power project, if the project has been awarded through tariff based competitive bidding or requisite quantum of power has been tied up through tariff based competitive bidding?
