No Import License Needed for Plastic Granules Under OGL, Certificate Required for Concessional Duty Imports. A private limited company, registered under Central Excise as a dealer, inquired about the necessity of obtaining an import license from Central Excise for importing plastic granules, which are not on the Prohibited or Restricted list according to the Foreign Trade Policy 2009-2014. Responses clarified that import licenses are issued by DGFT, not Central Excise, and since plastic granules are freely importable under the Open General License (OGL), no additional license is needed.
