Export of extra repacking material with packed goods

Please we are exporting construction chemical in 6000 paper pouches packed in cartons.

 

We want to send additional empty paper pouches to custumer in the same container.Does custopm allow the same while stuffing and what procedure we have to follow.If you can give supporting circular number that will be great.
