of <h1>DGFT Lowers Composition Fee for Export Obligation Shortfall in Value to 1% in Handbook of Procedures 2023.</h1> The Directorate General of Foreign Trade has amended Para 4.49 (b) of the Handbook of Procedures, 2023, under the Foreign Trade Policy 2023. The amendment reduces the composition fee from 3% to 1% of the shortfall in FOB value, if the Export Obligation is fulfilled in quantity but there is a shortfall in value, provided the minimum Value Addition is not achieved. This change aims to facilitate ease of doing business and reduce compliance burdens for authorization holders.
