To address these, the circular mandates the use of independent survey reports for ascertaining cargo quantities, with customs duty calculated based on these reports. Shortages up to 2% of manifested quantities are permissible without penalty. The circular concludes that 100% weighment before dispatch is unnecessary, as duties are based on draft survey reports.
