Andhra Pradesh clarifies GST rules: Debit note date sets ITC eligibility year; e-invoices don't need physical copies.
The circular issued by the Andhra Pradesh Commercial Taxes Department addresses clarifications on Goods and Services Tax (GST) issues. It clarifies that from January 1, 2021, the date of a debit note, not the underlying invoice, determines the financial year for input tax credit (ITC) eligibility under section 16(4) of the APGST Act. It also states that physical copies of invoices are not required if e-invoices are generated, as the QR code with the Invoice Reference Number suffices. Furthermore, only goods actually subjected to export duty at the time of export are restricted from ITC refund under section 54(3) of the APGST Act.
