of <h1>SEBI Updates Guidelines: Foreign Investors Gain Qualified Buyer Status, IPO Size Limits Removed, New Research Report Rules.</h1> The Securities and Exchange Board of India (SEBI) has amended its Disclosure and Investor Protection Guidelines, 2000, incorporating several key changes. Foreign Venture Capital Investors and State Industrial Development Corporations are now classified as Qualified Institutional Buyers, eligible for public issues via the book-building route. These investors are exempt from certain lock-in requirements. Additionally, the minimum public issue size for an Initial Public Offer through the book-building route has been removed. The guidelines also revise post-issue monitoring report requirements, modify public offer percentages, and establish new rules for research reports. Amendments apply to offer documents filed after July 17, 2001, except for specific post-issue reporting requirements.
