New Procedures for Exporters: How to Obtain NOC for Container Cargo Supervision and Self-Sealing.
The circular outlines procedures for issuing No Objection Certificates (NOC) to exporters for supervising the stuffing and sealing of containerized cargo. Exporters must apply to the jurisdictional Assistant/Deputy Commissioner for NOC and verification reports before seeking Factory Stuffing Permission (FSP). The process aims to streamline supervision work allocation among field officers and encourages self-certification and self-sealing to reduce workload. Applications for officer allocation must follow a First-in First-out (FIFO) approach, and Merchant Overtime Fee (MOT) is required. Officers will submit reports on examination, stuffing, and sealing, and the procedure is effective from July 4, 2011.
