Export shipments will still be assessed based on risk criteria from the Risk Management System. A Customs officer of at least Assistant or Deputy Commissioner rank will decide on the necessity of sample drawing on a case-by-case basis. Drawback payments depend on finalizing cases after receiving sample test reports. Monitoring at a senior level is required to ensure samples are drawn only when necessary and cases are closed within thirty days. Customs may draw samples if there is suspicion of misuse or fraud.
