Clearance requires obtaining Out of Charge, with officers ensuring Ex-Bonding is not allowed without a PGA NOC. Upon receiving the NOC, importers file an Ex-Bond Bill of Entry for assessment or Out of Charge. For consignments needing only markings, such as those requiring the Assistant Drug Controller NOC, clearance may occur in Home Consumption mode. Difficulties should be reported to the Principal Commissioner.
