Customs Simplifies Drug and Cosmetic Clearance: Digital Declarations, Risk-Based Testing, and IT Upgrades for SWIFT System.
The circular outlines the simplification of procedures for clearing consignments related to drugs and cosmetics through the SWIFT system. It addresses items incorrectly classified as drugs, dual-use items, and excipients, aiming to reduce unnecessary clearance by the Assistant Drug Controller (ADC). Risk-based testing will be implemented to minimize sample drawing, and previously tested batches will not require retesting. Declarations and guarantees will be integrated digitally to eliminate the need for hard copies. ADC offices are mapped to ICES locations for efficient clearance. Necessary IT upgrades are underway to support these changes, and any issues should be reported to the Principal Commissioner of Customs, Kandla.
