This initiative aims to enhance export facilitation by eliminating the need for jurisdictional officer supervision during cargo stuffing, thereby reducing transaction costs and improving export timeliness. The procedure applies to full container loads sealed at approved premises and mandates RFID e-sealing for certain categories of exporters starting from specified dates in November 2017. Non-compliance with these procedures will subject containers to usual risk management parameters. The circular also addresses the transition phases and exceptions for non-containerized and air cargo.
