Assessing authorities annually assess dealers and raise demands, which must be paid within a specified time. Some dealers have neither paid the assessed amounts nor challenged them in court within the prescribed period. The circular instructs ward authorities to initiate recovery proceedings, including issuing recovery certificates and attachment proceedings, for cases where the statutory period for filing objections has expired. This directive aims to protect government revenue and has been approved by the Commissioner of VAT.
