Manufacturer importers of waste paper, who use it as a raw material, were previously subjected to assessment and examination, hindering their ability to utilize the Direct Port Delivery (DPD) facility. To address this, the examination of such consignments at Container Freight Stations (CFS) will be discontinued, allowing direct clearance from the port under DPD. The jurisdictional Central Excise Office will conduct the examination. A detailed procedure outlines the roles of the Group AO, Customs Brokers, and Importers, including the requirement of a 'No Use Bond' and maintaining a register for consignments. Misdeclaration may result in the cancellation of the facility.
