<h1>Customs Extends Risk Management System to Non-Accredited Clients Under EOU Scheme; New Procedures Effective July 1, 2011.</h1> The Commissioner of Customs in Mumbai has announced the extension of the Risk Management System (RMS) to non-Accredited Clients (non-ACPs) under the 100% Export Oriented Unit (EOU) Scheme, effective from July 1, 2011. This follows a satisfactory review of RMS for Accredited Clients (ACPs). Administrative control over EOUs is now with Central Excise formations, and all B-17 bonds must be executed before jurisdictional Central Excise authorities. Importers must present procurement certificates upon filing Bills of Entry, which will be processed by the EOU Section and cleared by Shed Appraisers/Superintendents after verification.
