<h1>New System for Income Tax Assessment Reviews: Continuous Monitoring by Supervisory Officers to Improve Quality and Efficiency.</h1> Instruction No. 15/2008 introduces a revised system for reviewing income tax assessments to address workload issues and improve report quality. Previously, assessment reviews by Administrative Commissioners and Inspecting Officers led to duplication. The new system distinguishes between annual inspections and ongoing reviews, with supervisory officers now responsible for continuous monitoring of assessment quality. Reviews will focus on ensuring comprehensive consideration of issues, evidence collection, and adherence to Board instructions. Reviewing Officers, including Commissioners and Additional/Joint Commissioners, will evaluate assessment work quarterly, providing specific comments on select cases. The revised system takes effect immediately, with progress reported monthly.
