Kerala Enforces Alcohol Import Limits: Passengers Under 18 Cannot Buy from Duty Free; Over 2 Liters Incurs Duty.
International passengers and Duty Free Shop operators are reminded of the Foreign Trade Policy 2009-14 and Baggage Rules, 1998, which allow the import of up to 2 liters of alcoholic liquor or wine as part of bonafide baggage, subject to duty-free allowances. However, the Kerala Abkari Act prohibits consumption and sale of alcohol to individuals under 18 years. Thus, passengers below this age cannot import or purchase alcohol from Duty Free Shops at international airports. Any import beyond 2 liters by eligible passengers is subject to applicable duties. Non-compliance will result in penalties. Concerns should be addressed to the Commissioner of Customs.
