Concerns were raised by trade associations and field formations about the lack of this facility under the new Central Excise Rules 2001, which replaced the earlier Rule 47(5) of the Central Excise Rules, 1944. The Board has reviewed the matter and decided that, in exceptional circumstances, the facility may be provided to avoid trade hardships, ensuring adequate revenue safeguards. Field formations are to be informed, and acknowledgment of the circular's receipt is requested.
