Applicants with valid Identity Cards who wish to receive documents by mail, and those without valid Identity Cards, must submit applications with a self-addressed envelope (40x15 cm) and appropriate postage. Charges vary based on distance: Rs.20 for local, Rs.25 for up to 200 km, Rs.30 for 200-1000 km, and Rs.50 for beyond 1000 km. Licences not collected within 15 days will be stored until a stamped envelope is provided. Delays in submission are the applicant's responsibility.
