Excisability of plastic plaiting material: non excisable when captively consumed and not marketable in normal trade. The extruded polypropylene tubes used as plaiting material for plastic mats are produced in house, captively consumed, not offered for sale and lose shape unless woven immediately; therefore they are not marketable in normal trade and are not excisable when used in manufacture of plastic mats.
