<h1>Duty-Free Spice Imports Amended: Only for Value Addition, 90-Day Export Obligation, 15% Minimum Value Addition.</h1> The Director General of Foreign Trade has amended the Handbook of Procedures (Vol. I) under the Foreign Trade Policy 2004-2009. The amendments specify that duty-free import of spices, as classified under chapter 9 of the ITC (HS) Classifications, is allowed only for value addition purposes such as crushing, grounding, sterilization, or manufacturing oils and oleoresins, excluding simple cleaning, grading, or repacking. Additionally, for spices, the export obligation must be fulfilled within 90 days from the first import consignment clearance. A minimum value addition of 15% is required for exports under the EOU/SEZ units. These changes are issued in the public interest.
