The amendment revises paragraph 2.32 (i) (I) to require a pre-shipment inspection certificate from approved agencies, confirming that consignments of metallic waste or scrap do not contain arms, ammunition, or explosive materials and meet internationally accepted standards. The certificate must include details about the importer, the description and origin of the scrap, and the tests conducted. This amendment is issued in the public interest.
