Jurisdictional Commissioners are tasked with examining each order for potential Civil Appeals. Chief Commissioners are to randomly review at least 10% of adverse orders accepted by the Commissioners and report quarterly. The office of CDR will circulate monthly lists of final orders to ensure comprehensive review. Chief Commissioners must ensure all orders are reviewed within their zones and report findings to the Board within two months, establishing a foolproof review system.
