DGFT Allows Import of Left-Hand Drive Vehicles for R&D Without Usual Conditions; No Public Road Use Allowed.
The circular from the Directorate General of Foreign Trade clarifies that vehicle manufacturers can import new vehicles with left-hand steering and controls for research and development purposes without needing to meet the usual import conditions outlined in the Import Licensing Notes to Chapter-87 of the ITC(HS) Classification. These imports are exempt from the requirement of right-hand steering and controls. However, the imported vehicles must not be driven on public roads or registered under the Central Motor Vehicle Rules, 1989. This directive has been approved by the Director General of Foreign Trade.
