According to the EXIM Policy 2002-07, these items are classified as 'second hand goods' and not as 'capital goods.' Consequently, their import is restricted and must comply with the provisions outlined in Para 2.17 of the EXIM Policy. These items are not eligible for import under the EPCG scheme, even for service providers. Licensing authorities are instructed to adhere to these guidelines.
