DGFT Circular Exempts Approved/Unapproved Drugs from Registration for Imports under Advance Licensing Scheme; Six-Month Export Obligation.
The circular issued by the Directorate General of Foreign Trade (DGFT) provides an exemption from the registration procedure under the Drugs & Cosmetics Act for importing both approved and unapproved drugs under the Advance Licensing Scheme. This exemption applies to all drugs, not just those listed in a previous notification. Applicants seeking this exemption must apply for an Advance Licence as per the instructions in Policy Circular No.9. The exemption does not extend to certain categories like deemed exports or annual requirements. Importers with licences not issued under Policy Circular No.9 must either follow the registration procedure or obtain a new licence. The export obligation period for licences issued under this policy is six months from the first consignment's import date.
