<h1>New DGFT Guidelines: DFRC Norms, DEPB for Pre-March 2001 Exports, Advance Licence Value Addition Rules.</h1> The circular from the Directorate General of Foreign Trade outlines three key guidelines. First, Duty Free Replenishment Certificates (DFRC) may be issued under norms including sensitive items like acetic anhydride, ephedrine, and pseudo ephedrine if these are removed from the import list. Second, the Duty Entitlement Passbook Scheme (DEPB) is applicable for exports made prior to March 31, 2001, under advance payment. Third, for imports under the Advance Licence Scheme, the notional value of free-of-cost materials must be added to both the CIF import value and FOB export value to compute value addition.
