<h1>New DGFT Circular: Transition Rules for Licences from RE-99 to RE-2000; DEPB Scheme Changes Effective April 2000.</h1> The circular from the Directorate General of Foreign Trade outlines transitional arrangements for various licensing provisions from Handbook (Vol. 1) (RE-99) to (RE-2000). Pending applications for Special Advance Licences, Advance Licences, EPCG licences, and Advance Intermediate Licences, which were not issued by 31 March 2000, can be converted to updated schemes under the new handbook. The pre-export DEPB scheme is abolished from 1 April 2000, and related applications are rejected. Clarifications are provided for DEPB benefits against White Colour Shipping Bills generated under EDI Systems, which are eligible if endorsed for DEPB Scheme exports.
