Units in SEZs are permitted to raise ECBs following the Government of India guidelines, ensuring the borrowed funds are used solely for their own requirements. These funds must not be transferred or lent to sister concerns or other units in the Domestic Tariff Area. Authorized dealers are instructed to inform relevant parties of these conditions. The circular is issued under the Foreign Exchange Management Act 1999.
