It mandates a one-time interim measure for disposing of goods pending for over a year, using e-auctions or tenders, to be completed by March 31, 2006. Special Task Forces are to review detained consignments and reconcile records with custodians. A formal mechanism for regular interaction between Customs and custodians is established, with quarterly meetings to review and reconcile the status of uncleared cargo. The instructions are to be disseminated through appropriate public notices.
