Imports under the Advance Licence scheme are exempt from all customs duties, including the Education Cess. However, imports under the DFRC and EPCG schemes are subject to the Education Cess due to additional or concessional duties. For the DEPB Scheme, despite exemptions, the Education Cess is debited from the DEPB scrip. The circular advises issuing a Trade Notice and Standing Order for guidance and requests notification of any implementation difficulties.
