It clarifies that the guidelines from Circular No. 34/2002-Cus, dated June 26, 2002, do not apply to custodians notified before this date, even if there have been changes in custodianship or premises. Existing conditions and obligations for these custodians should continue to apply to new custodians. The circular instructs that this information be disseminated through a Public Notice, with a Hindi version to follow.
