New All Industry Drawback Rates: 9 New Entries Added, 141 Rates Increased, 270 Reduced
The Central Board of Excise & Customs issued instructions regarding new All Industry Rates of Drawback effective from June 1, 2000. The circular introduces 9 new entries including plastic jumbo bags and carpets, increases rates for 141 entries, maintains existing rates for 406 entries, and reduces rates for 270 entries. A maximum drawback cap was imposed on 141 entries to prevent misuse. Special facilitation measures were introduced for handloom and cottage sectors. The changes reflect rationalization of customs and excise duties, including extension of 4% Special Additional Duty and creation of single 16% CENVAT rate. Commissioners were directed to monitor payments and report variations to the Ministry.
