of <h1>Importers of Schedule 3 Substances Exempt from Permits for Non-Insecticidal Use u/s 38; Boric Acid Excluded.</h1> The circular addresses issues faced by importers regarding the clearance of substances listed in Schedule 3 of the Insecticides Act, 1968, intended for non-insecticidal use. It clarifies that Section 38 of the Act exempts such substances from requiring an import permit or registration with the Central Insecticides Board and Registration Committee (CIB & RC) when used for non-insecticidal purposes. Customs authorities are instructed to standardize their procedures accordingly, except for Boric Acid, which remains subject to existing specific instructions. Public notices are to be issued to inform the trade and industry of these clarifications.
