All construction, widening, renovation, or maintenance of roads executed by the appellant were for public use and thus excluded from taxability.                           3. Taxability of Construction of Residential Quarters and Complexes:
                          The appellant constructed individual houses and quarters for various government departments. The definition of a taxable residential complex under Section 65(91A) was reviewed. It was concluded that constructions intended for personal use by government employees are excluded from taxability.
