Out of two connected matters, one of them is not on Board before us today which is mentioned in the Office Report i.e. Civil Appeal Diary No.21188/2021 - Civil Appeal Diary No.21188/2021 is taken on Board. The appeals are dismissed as withdrawn accordingly. The Supreme Court dismissed Civil Appeal Diary No.21188/2021 as withdrawn, leaving the question of law open. The Government's decision to avoid futile litigation was appreciated.
