The High Court of Delhi directed the Commissioner of Central Excise (Appeals) to issue a decision on the petitioner's appeal and stay application within four weeks. The respondent was prohibited from taking coercive measures to recover the demanded amount until the decision was made. The writ petition was disposed of with these instructions.
