Interest equalisation on rupee export credit: banks must pass benefit to eligible exporters and claim monthly reimbursement. An Interest Equalisation scheme grants concessional treatment on pre and post shipment rupee export credit for eligible exporters under notified tariff lines and MSMEs; banks must fully pass the benefit to exporters, reduce interest rates for eligible advances, and submit sector wise monthly reimbursement claims to RBI with an external auditor's certificate; eligibility requires compliance with Rules of Origin (Non Preferential) minimum processing and certain product groups face additional value addition conditions; reimbursements are made monthly from government funds via a revolving fund and RBI reports commodity wise and bank wise disbursements. Dear Friends,

Please find attached herewith the Notification issued by RBI for grant of Interest Equalisation benefit (earlier Interest subvention scheme) for Pre & Post shipment Rupee Export Credit @ 3% for 5 years commencing from April 1, 2015.

The above would reduce the cost of Finance for Exporters, increase international competitiveness and would lead to Growth in Exports at national level.

The scheme covers mostly labour intensive and employment generating sectors like processed agriculture/food items, handicrafts, handmade carpet (including silk), handloom products, coir and coir manufactures, jute raw and yarn and other jute manufactures, readymade garments and made ups covered under Chapter 61-63, fabrics of all types, toys, sports goods, paper and stationary, Cosmetics and Toiletries, Leather Goods and footwear, Ceramics and Allied Products, Glass and Glassware, Medical and Scientific Instruments, Optical Frames, Lenses, Sunglasses Etc., Auto Components/Parts, Bicycle & Parts, Articles of Iron or Steel (Notified lines), Misc. Articles of base metals (Notified lines), Industrial Machinery, Electrical and Engineering items, 1C Engine, Machine tools, Parts (Notified lines), Electrical Machinery and Equipment (Notified lines), Telecom Instruments (Notified lines) and all items manufactured by SMEs other than those covered above
