Rulemaking power under foreign contribution regulation enables detailed procedural rules, disclosure, permissions and parliamentary oversight. The central government may make rules to implement the Foreign Contribution (Regulation) Act, prescribing procedural and compliance matters such as time and manner of intimations by associations and recipients, limits for non intimation of scholarships, disclosure procedures for candidates, forms and procedures for prior permission to receive foreign contribution or hospitality, service of prohibitory orders, account and record formats, limits on officers who may adjudicate confiscation, and any other prescribed matters; rules must be notified in the Official Gazette and laid before Parliament for review, with Parliament able to modify or annul them without affecting prior valid actions under those rules.
