Confiscation of conveyance: owners must prove lack of knowledge or pay market-value redemption to avoid seizure.

A conveyance or animal used, being used, or attempted to be used to transport imported goods liable under rule 17 is itself liable to confiscation unless the owner proves absence of knowledge or connivance and that the owner, his agent and the person in charge took all reasonable precautions; the adjudicating authority may permit redemption of such confiscated conveyance or animal used for transport for hire upon payment of redemption charges equivalent to its market value.
