Each country retains the right to tax its residents and citizens, including former citizens who renounced citizenship to avoid taxes for up to ten years. Specific benefits related to associated enterprises, private pensions, and certain payments to government employees, students, teachers, and diplomats are preserved, even if the Convention is not applied. The agreement took effect in India on December 18, 1990.
