Transferred proceedings may continue or restart if party interests are not prejudiced under the social security rules. A competent authority receiving transferred proceedings under the social security framework may begin afresh or continue earlier proceedings initiated before another authority, if satisfied that doing so will not prejudice the parties. The rule preserves procedural continuity after transfer while making absence of prejudice the controlling condition.
