Meeting procedure, quorum, minutes and allowances are regulated for social security boards and committees under Rule 11. Rule 11 regulates meetings of the Central Board, Corporation, National Social Security Board, State Building Workers' Welfare Board and their committees by prescribing meeting frequency, notice, agenda, quorum, substitution, voting, minutes and allowances. It also provides for special and emergency meetings, presiding arrangements, adjournment where quorum is lacking, and written opinion procedure. The rule further governs confirmation and forwarding of minutes, inspection of minute-books, and payment of travelling and daily allowance subject to specified restrictions.
