Power to remove difficulties under the Scheme allows consistent government orders within a limited period, subject to parliamentary laying. The Scheme empowers the Central Government to remove difficulties arising in giving effect to its provisions by order, provided the order is consistent with the Scheme. Such an order may be made only within two years from commencement and must be laid before each House of Parliament as soon as may be after it is made.
