Laying of rules and schemes requires legislative scrutiny; Houses may modify or annul instruments within the prescribed period.

Laying of rules, regulations, notifications and schemes under the Code must be presented to the appropriate legislature for scrutiny: instruments by the Central Government or the Corporation are laid before each House of Parliament for thirty days across sessions, and both Houses may agree to modify or annul them within the succeeding session(s), with any modification or annulment not affecting the validity of prior actions; State Government rules, schemes and notifications must likewise be laid before the State Legislature.
