State Government rulemaking power authorises detailed rules to implement social security procedural and governance matters.

The State Government may, subject to previous publication and consistency with the Code, make rules to give effect to the Code, including procedural and governance provisions for State Unorganised Workers Board and Building Workers Welfare Board, appointment terms and allowances, Employees Insurance Court procedure, employer deposits for funeral expenses, conditions for review without medical certificate, medical examination intervals, employer statement forms, conduct before competent authorities, time limits and costs for applications, fund sources and administration, and other prescribed matters.
