Seizure of perishable goods: release on payment of market price or dues; disposal proceeds offset outstanding cess. Where specified goods or machines of perishable nature are seized, the registered person may secure release forthwith by paying an amount equal to the market price of the goods or machines or the cess, interest and penalty payable, whichever is lower, on proof of payment. Failing such payment, the proper officer may dispose of the goods or machines and the proceeds shall be adjusted against cess, interest, penalty, or other amounts payable in respect of those goods or machines.
