Child welfare protections require opportunities and safeguards to prevent exploitation and abandonment, strengthening constitutional duties toward children. The amendment substitutes the clause concerning children in Article 39 to require that children be given opportunities and facilities to develop in a healthy manner and in conditions of freedom and dignity, and that childhood and youth be protected against exploitation and against moral and material abandonment.
