Compulsory acquisition limited to public purpose with statutory compensation; adequacy non-justiciable, and non-transfer laws not deemed acquisition.

Amendment replaces Article 31(2) with clauses limiting compulsory acquisition or requisition to laws enacted for a public purpose that provide compensation-either by fixing amounts or by specifying principles and procedures-and declaring that such laws cannot be challenged on the ground that compensation is inadequate. It further provides that a law which does not transfer ownership or a right to possession to the State or a State-owned or controlled corporation shall not be deemed compulsory acquisition notwithstanding any deprivation of property.
